儋州市2025年在岗乡村医生能力提升项目全周期培训圆满收官 双阶段赋能筑牢基层中医药服务“桥头堡”

为系统性提升全市在岗乡村医生中医适宜技术应用能力与基层医疗服务水平，让农村群众在家门口就能享受到“安全、有效、便捷、经济”的中医药服务，2025年8月至10月，由儋州市中医专科联盟、儋州市中医适宜技术推广中心（儋州市中医医院牵头）主办的2025年在岗乡村医生能力提升项目分阶段有序推进，先后完成21个乡镇卫生院上门授课、两期市级集中实操培训，累计覆盖全市248名在岗乡村医生，通过“乡镇普训+市级精训”，“理论+实践+考核”的全链条培养模式，为基层医疗队伍注入中医药服务新动能，助力海南自贸港健康建设。

























































乡镇上门授课：精准覆盖，破解基层学习“距离难题”

为打破传统集中培训“路途远、工学矛盾突出、大课效果不如小课”的局限，项目第一阶段以“下沉服务、就近教学”为原则，8月27日至10月15日期间，儋州市中医医院组织专业师资团队深入全市21个乡镇卫生院开展上门授课。

本次乡镇授课聚焦基层医疗核心需求，内容以常见病多发病诊疗、急症处置为重点，贴合乡村医生日常接诊场景。授课过程中，师资团队通过案例讲解、现场演示等方式，将实用医疗知识转化为基层能懂、会用的技能，同时同步做好签到登记、课件收集、影像记录等工作，确保教学过程可追溯、教学质量可把控。截至10月15日，乡镇上门授课全周期覆盖，为后续市级集中实操培训奠定了坚实的理论基础，真正实现“让培训多跑路，让乡医少跑腿”。

市级集中实操培训：分批次精训，打造“学用结合”高效课堂

在乡镇授课基础上，项目第二阶段于10月16日至18日、10月23日至25日分两期在儋州市中医医院开展集中实操培训，全市248名在岗乡村医生分批次参训，每期培训均采用“理论巩固+实操演练+跟班带教+严格考核”的模式，确保学员“学得会、用得好、能规范”。

10月16日，第一期实操培训开幕式在儋州市中医医院五楼多功能厅举行，医院党总支书记、院长陈军发表致辞。他首先向长期扎根基层、默默守护农村群众健康的乡村医生们致以崇高敬意，强调乡村医生是基层医疗卫生服务体系的“网底”，是群众健康的“第一道防线”，其服务能力直接关系到农村地区医疗服务质量与群众健康福祉。

陈军指出，近年来，儋州市中医医院作为儋州市中医专科联盟和中医适宜技术推广中心的牵头单位，始终将基层医疗人才培养作为重点工作，此次能力提升项目正是响应“以基层为重点”卫生健康工作方针的具体实践。为确保培训实效，医院前期深入调研基层需求，将理论课程拆分为乡镇“小课教学”，避免传统大课“听而不记、学用脱节”；此次集中实操培训更是精心筹备——组建20人专业带教团队，采用“1名导师带6名学员”的分组模式，将教学场景延伸至针灸科、妇产科、老年病科等临床科室，让学员在真实诊疗环境中学习操作要点。

“中医适宜技术具有‘简便廉验’的优势，非常适合基层推广。”陈军向学员提出三点期望：一是珍惜学习机会，沉浸式参与课程，多动手、多提问，把实用技术学扎实；二是坚持“传承与创新”结合，将所学技术与基层实际接诊场景结合，灵活运用、优化服务；三是坚守“大医精诚”初心，以更优质、规范的中医药服务守护村民健康，真正成为群众信得过的“健康守门人”。

第二期实操培训（10月23日-25日）：延续实效，夯实技能基础

10月23日，第二期实操培训如期启动，医院副院长熊华超在开幕式上致辞。她表示，第一期培训得到了学员们的一致好评，取得了良好成效，也为后续工作积累了宝贵经验，第二期培训将继续聚焦基层常用中医适宜技术，进一步优化教学细节，确保培训质量不打折。

熊华超强调，为打破“培训结束、指导终止”的壁垒，医院将通过“中医专科联盟微信群”为学员提供长效支持——学员在今后临床工作中遇到难题，可随时在群内咨询，医院将安排专人或科室主任针对性解答，真正实现“培训一次、服务长久”。同时，她再次叮嘱学员，要以“学以致用”为目标，主动参与实操、积极交流探讨，把平衡火罐、火龙罐、针灸、艾灸、耳穴压豆等技术学透练熟，将培训成果转化为服务群众的实际能力。

双期实操培训：聚焦实用，严把质量关

两期实操培训课程均紧密围绕基层需求，重点覆盖灸类、拔罐、推拿、敷熨熏浴4大类9项中医适宜技术，包括火龙罐综合灸、平衡火罐、小儿推拿、穴位贴敷、刮痧等，所有技术均经过筛选，优先选择“简便易学、安全有效、设备要求低”的项目，适配基层服务场景。

培训期间，学员积极性高涨：在实操课堂上，大家主动争当“模特”配合操作，围绕“不同体质患者艾灸时长”、“儿童鼻炎推拿手法改良”、“穴位贴敷禁忌症判断”等实际问题展开热烈讨论；在跟班带教环节，学员跟随导师深入临床科室，观摩真实病例处置过程，导师手把手指导操作细节，从器具使用力度到穴位定位精度，逐一纠正偏差、讲解要点。

为确保培训效果，医院设置严格的考核环节：每期培训第一天下午开展理论考核，检验学员对技术规范、适应症、禁忌症的掌握程度；紧接着进行实操带教。第三天上午进行实操考核，由带教导师现场评分，重点考察操作规范性与熟练度。“考核不是目的，是为了帮大家查漏补缺，确保回去后能安全、规范地开展服务。”中医副主任医师、带教老师耿伟表示，考核合格的学员将获得培训合格证，成绩还将通报至卫生院，作为后续合同续聘的参考依据，以此倒逼学员重视学习、扎实掌握。

10月25日中午，随着第二期实操培训考核结束与学员返程安排落实，2025年在岗乡村医生能力提升项目全周期培训正式圆满落幕。参训学员纷纷表示，此次培训“接地气、实用性强”——乡镇上门授课解决了“远距离学习”的难题，市级实操培训让大家“手把手学会真技能”，尤其是医院提供的“长效指导”承诺，更让大家吃下了“定心丸”。“回去后我要尽快把火龙罐、耳穴压豆这些技术用起来，为村民解决颈肩腰腿痛、小儿感冒等常见问题。”一名来自乡镇村卫生室的村医说道。
